Empowerment Zone

Designed to induce business investment in three of Kentucky Highlands’ most distressed counties, the $13 million Kentucky Highlands Empowerment Zone Developmental Venture Capital Fund makes fixed asset and working capital financing available to businesses in Clinton, Jackson, and part of Wayne counties. Both equity and debt financing are available through this fund. Loans are collateralized and personal guaranties are required. Though typically prime based, interest rates and terms depend upon the use of loan proceeds and the assessed risk of the business.
